Rachel Shepherd, Ed.D

About: Dr. Rachel Shepherd is a skilled educational leader with over two decades of experience in public education, instructional leadership, professional learning design, and educational consulting. She serves as the Director of the Empowering Teacher Learning Project at Appalachian State University, leading multi-million-dollar federal grant initiatives focused on teacher growth and school improvement across western North Carolina. Dr. Shepherd is a former school administrator, instructional technology facilitator, and high school social studies teacher. A National Board-certified teacher and published researcher, she is also an adjunct instructor in the Educational Leadership doctoral program at East Tennessee State University. Her expertise spans curriculum development, technology integration, and strategic leadership in both K–12 and higher education settings.

Accolades: In 2025, Rachel Shepherd was the keynote speaker for the "Discover You" fundraiser luncheon, a women's empowerment event. She was recognized for her contributions to local recovery efforts in the wake of Hurricane Helene in the mountains of Western North Carolina.
